Jafar, the vizier of Baghdad, seeks two stones on which are written parts of a map leading to the great treasure of King Suleman. The stones are in the possession of two brothers, the Shah of Baghdad and the Shah of Tehran.

Jafar manages to jail the Shah of Baghdad and has caused, through a reign of terror, the Shah of Tehran to flee his kingdom and end up fighting for his life on the high seas.

Returning from a voyage, Sinbad (Ajit), comes across the Shah of Tehran and rescues him from drowning.  The Shah gives Sinbad his stone in the hope that he will help save Baghdad from Jafar who has now placed a phony princess on the throne and is about to have the real princess, Shabnam (Mumtaz), killed.

Shabnam is saved by her maid-servant, joins forces with a revolutionary named Azad (Azad), and urges Sinbad to do the same; but Sinbad is confused as to who is the real princess. And when the false princess is murdered, Sinbad becomes the main suspect.
